The Hill: Sen. Roy Blunt (R-Mo.) might put lawmakers on the record, indirectly at least, about whether they support taxing industrial carbon emissions to help confront climate change.
Blunt has filed an amendment to the Senate Democrats budget plan that would require a 60-vote threshold for any legislation that imposes a federal carbon tax or fee.
