Mercury News: Hoping to build momentum for a stronger international climate change deal in December, Gov. Jerry Brown on Tuesday signed an agreement between California and 11 other U.S. states and foreign provinces to sharply limit emissions of greenhouse gases by 2050.
"This global challenge requires bold action on the part of governments everywhere," Brown said. "It's time to be decisive. It's time to act."
