JOB DESCRIPTION EUMETSAT and NOAA established the Initial Joint Polar System IJPS in 1998 which was complemented in 2003 by a Joint Transition Activities JTA Agreement. These agreements address the cooperation on the NOAA 1819 afternoon orbit satellites and access to Suomi NPPNPOESS now JPSSDWSS satellite data on the US side and the 3 Metop satellites on the European side. The agreements also required NOAA and EUMETSAT to work together on a longterm basis to define a joint polar system based on common user requirements and agreed upon technical concepts and implementation responsibilities. Work is underway with NOAA to define the Joint Polar System JPS and negotiations of the JPS agreement were started taking into account the recent evolutions on the JPSS Joint Polar Satellite System and DWSS Defence Weather Satellite System Programmes. In this concept of cooperation, EUMETSAT and NOAA respectively have the endtoend responsibility of the midmorning and afternoon orbits, respectively. The EPSSG is defined as the European component of the future JPS in continuity to EPS, In its current plans, the EPSSG will be based on a twosatellites configuration with respectively a launch readiness by the end of 2020 for the first satellite MetopSG A and by 2022 for the second satellite MetopSG B. Recurrent Metop SG A and B satellites will be provided and launched in order to achieve a minimum of 21 years of operations. Regarding the Space Segment, EUMETSAT will rely on cooperation with ESA for the development of the satellite and of a subset of the instruments. EUMETSAT will cooperate with other Partners for the acquisition of the other instruments including the METimage DLR, IASING CNES and ARGOS CNES. Regarding the Ground Segment, EUMETSAT will develop and procure its Ground Segment capitalising on existing Multi Mission Elements that are already in operation in the Headquarters as well as on the Satellite Application Facilities SAF Network, taking into account the lessons learnt from previous programmes. EPSSG will be the second generation of EUMETSATs polar system and as such will have a strong heritage from the existing EPS with its Metop satellites and operations, and from other elements of the EUMETSAT infrastructure in support of current programmes. Responsibilities Duties Tasks As a member of the Ground Segment GS team, the Key person shall provide support to the EPSSG GS requirements analysis, architecture design and requirement implementation of the GS networks system as part of the EPSSG System. The duties range from the analysis, design, installation, and testing of the communications networks system. This may include support to the procurement of hardware and software, and the coordination with external service providers. The tasks will nominally cover the entire development lifecycle. In particular during the initial phase the tasks will include Support to Ground Segment requirements engineering analysis, validation, allocation and maintenance Assistance to the definition of the ground segment interfaces Definition of EPSSG GS Network requirements Support to Ground Segment design architecture definition, including analyses, tradeoffs and compilation of technical budgets Establishing the overall EPSSG GS Network Design Identification of areas of risk and contributing to any related trade off studies or prototyping activities Support to Ground segment reviews Requirements Review and Preliminary Design Review Participation in reviews and meetings at system, ground segment and facility level. In the performance of these tasks, the Key person shall apply the relevant system engineering standards, quality management procedures and maintenance procedures. The Key person is expected to write and review requirement specifications and change proposals, prepare procurements, participate in technical inspections and reviews, document the communication and network architecture system design and write evaluation reports, review reports, test reports and overall status reports. Qualifications The Key person shall have a university degree or equivalent in an engineering discipline relevant to the job profile together with the experience and capability to fulfil the assigned asks with a minimum of supervision. The Key person shall have, as a prerequisite, a demonstrated experience in a similar function for at least three years working with high availability systems. Required knowledge Experience in preparation of system requirements and design documentation Knowledge of Cisco network and security equipment and architectures Knowledge of high availability network architectures and protocols e.g. HSRP,VSS Familiarity with network management, QoS and traffic shaping principles Familiarity with satellite communications DVB, VSAT, Point to Point links. Desirable Knowledge Experience in the definition of space related ground segments Experience in the integration and verification of such systems Experience in systemlevel analyses from an endtoend perspective Knowledge of ECSS standards. The variety of the tasks and the scope of the systems to be supported require a high degree of autonomy and good analytical skills. The Key person shall be in possession of sound management and interpersonal skills to conduct the responsibilities described above autonomously and with a minimum level of supervision, exhibiting good oral and written communications skills, analytical capabilities, and motivation. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Key person must be able to work effectively in this language and have knowledge of the other. WHAT DO WE OFFER?
