The enrollment and insurance application system at the troubled HealthCare.gov website was down for about 90 minutes Monday, officials said.The outage began at about 12:40 p.m. EST. While application and enrollment tools weren't available for website users, other parts of the website worked, said Julie Bataille, director of the Office of Communications at the U.S. Centers for Medicare and Medicaid Services [CMS].
