The Human Resources Officer Team Leader will provide strategic support to the management by planning, directing, and monitoring the human resources and ensuring consistency between GSAs HR implementation rules and EU staff policies and regulations. She may be requested to oversee one or more human resources teams, including setting policies and performance management. The main tasks and responsibilities will include in principle Providing strategic advice and support to the GSA management with regard to staff management and alignment to organisational needs as well as in drafting and implementing GSAs human resources policies, strategies, implementing rules and procedures Guaranteeing the implementation of the Staff Regulations and the implementing rules to the Staff Regulations Drawing up the HR related part of the multiannual and annual work programme, as well as monitoring and implementing it Providing overall direction of the human resources activities within GSA Possibly organising, supervising and monitoring the work of one or more human resources teams, including setting policies and performance management within the HR department Deputising for the Head of Department Monitoring and supervising the management of the HR budget Ensuring the proper administration in relation to payroll and individual rights Supervising the correct and timely determination, follow up and payment of the different components of staff members remuneration Ensuring the Agencys proper staffing by overseeing the implementation of efficient recruitment procedures Supervising the formulation and implementation of learning and development plans ensuring professional and personal development of staff in line with the needs of the Agency Establishing a transparent and comprehensive information policy on HR matters for all staff Assisting the management on any matters related to staff such as resolution of conflicts, harassment, assistance to staff, etc. Communicating to staff rules and procedures on Human Resources management in order to contribute to a successful social dialogue Contribute to effective social dialogue with staff representatives on HR issues Liaising with counterparts in other institutions European Commission, Court of Auditors, etc. andor other European Agencies Ensuring quality, accuracy and integrity of personnel data, analysis and reporting Observing, monitoring and implementing ISO 9001 and ISO 3040x quality standards for HR.
