After U.S. EPA's unofficial release of its final version of 2011 proposed revisions to Definition of Solid Waste (DSW) rule, IPC claimed final rule fails to provide adequate regulatory relief for manufacturers wishing to recycle secondary materials. IPC's Fern Abrams said IPC was "disappointed" over insufficient secondary materials recycling promotion incentives and also cited lingering "onerous and unnecessary" requirements. Since 2007, IPC advocated for DSW rule.
