Illegal numbers: Can you break the law with math?

When numbers are illegal, anyone with a computer might reasonably ask questions about what exactly would constitute an offence. In the absence of law and precedent for an infinite space of numbers, perhaps the best that can done is to set a few guidelines which protect fair use of our numerical heritage.
