Leaning toward a sleek, metallic tower that looked more at home in "The Jetsons" than the streets of New York, de Blasio dialed "311" to showcase the free phone calling capability of LinkNYC, a network of free WiFi hubs that will eventually blanket the entire city. Over a dozen of these hubs, or "Links," are already operational on street corners in Manhattan.
