Post Institutional Programmes Officer This post is classified A2A4 on the Coordinated Organisations salary scale. Location ESA Headquarters, Paris, France, with resident assignment in Brussels, Belgium. Description Institutional Programmes Officer in the Institutional and European Programmes Office, Telecommunications Technologies, Products and Systems Department, Directorate of Telecommunications and Integrated Applications. Reporting to the Head of the Office, the postholder will be responsible for setting up and managing future Institutional and European Telecommunications Programmes in close coordination and cooperation with the relevant EU institutions and with national inititives placed in an European context. Duties Specific duties include managing preparatory actions and implementing coordination and cooperation with the relevant EU institutions, in particular DG GROW for space research programmes to foster a costeffective, competitive and innovative satellite communications industry including manufacturers, serviceproviders and operators and related partnership schemes with industry such as for joint technology initiatives, inorbit validation and demonstration DG Connect for communications networks, content and technology in support to the digital economy and society and the digital transformation of European space industry, including digital space communications infrastructures such as those related to 5G or to overcoming the digital divide DG Move for Air Traffic Management, including development and validation of satellitebased solutions in support of the Single European Sky ATM Research SESAR and related deployment of a space component other DGs and institutions for useroriented programmes which may benefit from satellite communications solutions in domains such as border control, maritime safety, societal requirements. The above responsibilities extend to corresponding programme lines of national space agencies and institutions in so far as relevant in a European framework. In the context of the above, the postholder will be responsible for supporting the decisionmaking on programmatic solutions, distinguishing three levels where ESA may coordinate its activities with those of the European Commission and national space agencies to maximise synergies, e.g. with ESAs ARTES Competitiveness Growth, ARTES Pioneer and ECs IOVIOD leverage Commission activities in support to its own programmes, e.g. Satellite for 5G act as system architect and implementation agency on behalf of the EC, e.g. in ATM deployment. The postholder will work in close coordination with DGEU and other relevant ESA entities interfacing with EU programmes. The postholder will provide support to governmental secure satcom programmes and Office programmes for optical communications as required and will be supported by resources at Department level in the areas of Phase A activities and technology development. Technical competencies Knowledge of the ESA institutional framework, policies andor programmes technology, science, launchers, manned space andor applications Knowledge of the European and international space sector institutional, commercial andor industrial Experience in satellite telecommunications sector Behavioural competencies Communication Relationship Management Responsible DecisionMaking Systems Broader Business Thinking Teamwork Leading change Education Masters degree or equivalent qualification, preferably in engineering or management. Additional requirements Knowledge of satellite communications and applications would be an asset. Direct experience of working in an institutional context at European or national level would be a distinct advantage. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset. The Agency may require applicants to undergo selection tests.
