The GSA Communications department is responsible for the information provision and dissemination, promotional activities, and outreach initiatives of the GSA. Among other things, the GSAs communication activities focus on the development and implementation of communication strategies and initiatives that support the objectives of four key areas of activity GSA Corporate Communications communicating information regarding the Agency in general and, specifically, its image, responsibilities, facilities, milestones and staff European GNSS service, applications and RD promotion promoting GNSS RD activities, achievements and other service and application related communications, in cooperation with the European Commission and in support of the GSA Market Development, Security and Exploitation Service Provision and Operations Departments Stakeholder Liaison and Communication communicating, providing relevant information and promoting relationshipbuilding with relevant external stakeholders Internal Communication communicating and establishing a consistent dialogue with GSA staff regarding the Agency, its actions, staff and milestones, as well as with regard to other relevant activities TASKS AND RESPONSIBILITIES Ensure a strong interinstitutional communication coordination role within, and on behalf of, the Agency Raise awareness of the GSA and its work amongst relevant EU institutional stakeholders Liaise with external stakeholders, representing the Agency as contact point at external eventsmeetings where appropriate, and in different groups and networks related to interinstitutional support and policy monitoring Support the organisation and promotion of relevant GSA and EGNSS stakeholder communication events Monitor and analyse institutional developments that can benefit from EGNSS downstream services and applications, in particular in relation to dissemination and exploitation of EGNSS RD project results, including feedback to stakeholders and ensuring transmission of relevant and timely information to concerned parties Monitor and report on legislative activities that are relevant to the GSA and its work Provide advice and analysis on emerging activities and strategies in relation to EGNSS dissemination and exploitation Maintain an active and appropriate network of contacts in the relevant EU institutions Support the Communications team with related tasks as needed Support Interinstitutional communications activities Draft briefings, presentations, fact sheets, etc. that contribute to the preparation of content for interinstitutional communication activities Contribute to the preparation of an information bulletin on the GSA for key interinstitutional stakeholders and for GSA Management to follow relevant legislative needs and timetables Support EGNSS collaborative communication and awarenessraising initiatives workshops, exhibitions, presentations, etc. with the EU institutions and other relevant stakeholders Support the planning and coordination of future activities related to the Agencys interinstitutional strategy in view of the future mandate of the Agency QUALIFICATIONS AND OTHER REQUIREMENTS Have a level of education which corresponds to completed university studies1 of at least three years attested by a diploma and appropriate professional experience2 of at least one year after obtaining the final diploma In addition to the above, appropriate professional experience of at least seven years after obtaining the required diploma Be a national of a Member State of the European Union Be entitled to his or her full rights as citizen Have fulfilled any obligations imposed by the applicable laws concerning military service Meet the character requirements for the duties involved3 Have a thorough knowledge of one of the languages of the European Union4 and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of hisher duties Be physically fit to perform the duties linked to the post5 SELECTION CRITERIA 1 Essential requirements University degree in communication, political science, international relations or relevant areas Experience in working closely with the European Parliament and other EU institutions and bodies and strong knowledge by training or experience of the legislative process of the European Union Experience in drafting communications materials, briefings, presentations, legislative texts, strategic documents, position papers, etc. andor in organising events Experience with large technology projects Excellent command of both written and spoken English Excellent command of both spoken and written French 2 Advantageous requirements Knowledge by training or experience of the European Space Programmes andor satellite navigation systems Previous experience in an advisory or coordination role at a high level, working in a field related to the duties described, in an international and multicultural environment, preferably within an European Institution or body 3 Behavioural competencies Motivation Capacity to coordinate several processes and projects simultaneously Ability to understand and interpret institutional requirements with strong analytical skills Proven diplomatic and negotiation skills Service mindset, collaborative and resultoriented approach Excellent drafting and communications skills and ability to communicate clearly with internal and external Agency stakeholders 1 Only study titles that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the said Member States shall be taken into consideration. 2 Only appropriate professional experience acquired after achieving the minimum qualification stated in A.1 shall be considered. Where additional periods of training and study are accompanied by periods of professional activity, only the latter shall be considered as professional experience. Compulsory military service or equivalent civilian service accomplished after achieving the minimum qualification stated in A.1. shall be taken into consideration. Internships will be taken into consideration, if they are paid. Professional activities pursued parttime shall be calculated pro rata, on the basis of the percentage of fulltime hours worked. A given period may be counted only once. 3 Prior to the appointment, the successful candidate will be asked to provide a Police certificate confirming the absence of any criminal record. 4 The languages of the EU are Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, Irish, German, Greek, Hungarian, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovene, Spanish, and Swedish. 5 Before a successful candidate can be appointed, she will be medically examined by a selected medical service so that the Agency will be satisfied that she fulfils the requirement of Article 28e of the Staff Regulation of Officials of the European Union.
