As steps move forward in the annexation of International Paper Company, Orange County Emergency Services District 3 Is concerned the affect it will have on residents in the Little Cypress area, north of the city of Orange. Joe Parkhurst, former Pinehurst city administer, spoke against the annexation during citizen comments at the City of Orange Council meeting Tuesday morning.
