Is water shaming paying off?

The number of water guzzlers in the East Bay is declining sharply as the weather cools and the pain of penalties and public shaming sinks in. Households hit with penalties for using more than 1,000 gallons a day dropped to 709 for a five-week billing period from Nov. 20 to Dec. 25, the East Bay Municipal Utility District, the region's largest water agency, reported Thursday.
