While a special pension plan, unknown to city leaders for more than a decade and handcrafted by Keane and another beneficiary, has already surfaced - a plan that would pay Keane more than $210,000 a year - city leaders said they were surprised to learn last week that Keane also is receiving Social Security checks and now is in line to receive a new retirement package from the Jacksonville Police and Fire Pension Fund that is also especially created for him. Together, they could add nearly $100,000 toward Keane's retirement.
