Lawsuit: Giant Eagle told developer it "cannot allow" new Whole Foods store

The suit comes as the development firm has been working for more than three years to redevelop the 28-acre property at 1800 Washington Road - across from South Hills Village - into a new project called Siena, which is to include a mix of uses anchored by the new Whole Foods.
