Associated Press: Massachusetts environmental officials are set to announce a deal designed to lower greenhouse gas emissions. State Energy and Environmental Affairs Secretary Rick Sullivan is planning to join other state environmental officials Thursday to announce that Massachusetts and eight other states have agreed to significantly cut carbon dioxide emissions from power plants.
