HARRISBURG >> More homes across Pennsylvania are without heat this winter, a sign that though the recession has ended, many families are still struggling. The Pennsylvania Public Utility Commission's recent cold weather survey found an 18 percent increase in the number of homes without gas or electric service heading into the coldest part of the year.
