N.C. utilities ask for new delay in standard for swine-waste energy

Utilities say that because North Carolina is the only state to require power production from swine waste, it is hard to find vendors with experience building such power plants. For the third consecutive year, North Carolina utilities say they can't meet state requirements for production of power by swine waste.
