Jeffery Cleveland is on a mission to save the government a lot of money. The U.S. Naval Research Laboratory (NRL) uses a common software, called Neptune, to fly all its satellite missions and manage its antennas on the ground. But Cleveland thinks Neptune could be even bigger.
