AASHTO's Waterborne Freight Transportation Bottom Line Report indicates water borne freight system is underfunded and faces serious challenges. It identifies threats to future of Marine Transportation System and action alternatives, including creation of Office of Multimodal Freight at USDOT. Also suggested is implementation of best practices for planning and investment among Federal, state, regional, and local organizations to improve and modernize waterborne freight transportation.
