The Regulatory Reform Act of 2015 , passed by the North Carolina General Assembly in September and signed by Governor McCrory on October 22, made a number of significant changes to the state's environmental laws. Among other things, it changed the name of the North Carolina Department of Environment and Natural Resources to the North Carolina Department of Environmental Quality.
