Norwich looks for real estate help

Municipal officials often say that cities shouldn't be in the real estate business. But with several foreclosed properties - including a condominium unit - in hand, and little success with recent auctions, Norwich officials will turn to a more conventional private-sector strategy: hiring a real estate agency to market the properties.
