President Obama unveiled a plan Thursday night that will give more than 4 million illegal immigrants the chance to apply for work permits in the U.S. and give them a temporary reprieve from possible deportation. The president's order will bypass Congress and likely will kick off a battle between the administration and Congress over whether he has the legal right to unilaterally change U.S. immigration policy.
