United Press International: Curbing U.S. power plant toxins and bracing roads for severe weather are in a sweeping plan President Obama will outline to slow global warming, officials said.
The plan, which consists of a series of executive actions, has three facets, senior administration officials said ahead of a speech Obama plans to deliver at Georgetown University in Washington around 2 p.m. Tuesday.
