NEW YORK a?? A fabulous-looking, long-delayed and way-over-budget transit center opened in lower Manhattan on Monday, and it wasn't the one at the World Trade Center. With the WTC Transit Hub still a year from completion, the state Metropolitan Transportation Authority opened its own $1.4 billion extravaganza, called Fulton Center.
