Post PACIS3 Project Manager This post is classified A2A4 on the Coordinated Organisations salary scale. Location ESTEC, Noordwijk, The Netherlands Description PACIS3 Project Manager in the Telecommunications Satellite Programmes Department, Directorate of Telecommunications and Integrated Applications. Duties The PACIS3 Project Manager reports to the Senior Satellite Programmes Manager and is responsible for the management of all activities related to the PACIS3 Project, implemented in a Public Private Partnership with a European Operator specialised in governmental services. The PACIS3 Project Managers tasks include managing successfully the PACIS3 Project within its declared objectives, schedule and cost end to end implementation of the project activities encompassing the design and development, manufacturing, integration, testing, inorbit validation and pilot demonstration of the PACIS3 system and its components managing the relevant contracts in place with the satellite Operator and the Industrial consortium as applicable, including negotiation of contract changes as required closely coordinating with the Operator to ensure that the projects technical and programmatic baseline remains aligned with the Operators commercial objectives and with the applicable Programme Declaration closely coordinating with the industrial team to ensure that the Project developments fully meet the specific needs of the project organising and managing the ESA implementation team, ensuring that all project participants have access to relevant project information and are supported by appropriate tools and procedures such that they can execute their tasks efficiently and in accordance with the Directorates Quality Management System and the applicable Security Requirements managing overall the specialised engineering support from the Directorate of Technical and Quality Management managing financially all project elements in line with declared cost at completion and annual budget forecasts liaising with the Institutional and European Programmes Office with respect to its interfaces with Member States and European Institutions for the provision of the PACIS3 contribution as part of the overall PACIS Programme providing regular technical, programmatic and financial reporting to the Senior Satellite Programmes Manager, to ESA management and to the relevant Member States. Additional requirements Direct experience of working with a commercial telecommunications operator and European industry and several years of experience in end to end telecommunication payloads and satellite project activities from design to implementation and testing would be distinct advantages. In addition, candidates should have the potential to manage individuals or a team of expertts in a project or Rd setting, the ability to organise their activities and ensure a motivating work environment, strong leadership capabiltiies, with proven relationship management and communication skills, the ability to drive their teams performance, developing their people by encouraging learning, delegating responsibiity and giving regular and constructive feedback, strong problemsolving skills to deal with daytoday operational challenges, together with demonstrated planning and organisational skills, a strong results orientation with the ability to set priorities and present practical solutions both orally and in writing, the ability to manage challenging situations proactively and constructively and to be customer focused. Previous people management experience is an asset for the poistion, as is international experience, i.e. outside the candidates home coutnry, as well as experience in diverse functional areas relevant to the activities of ESA. Proven experience in project management andor technology development is also required.Proven experience in Managing Projects for Governmental customers is a further asset. The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.
