Any deal signed in Paris will establish a floor rather than a ceiling for cuts to greenhouse gas emissions by 2030, says chief UN negotiator Christiana Figueres.
The idea is that every five years or so, countries will be asked to review their targets to see if they can do more. The details of this "ratcheting mechanism" have yet to be agreed, but it would have to be entirely voluntary to win support.
