The Oregon Department of Environmental Quality has fined the city of Portland $9,600 for discharging raw, untreated sewage into the Willamette River on or around Sept. 28. The discharge was caused by debris that led to equipment malfunctions, and not heavy rains that periodically cause raw sewage discharges into the river.
