For one of our main customers, ESAEAC, located in Cologne. Germany, we are currently looking for a ProgrammeProject Controller, who will give support to the Head of the European Astronaut Centre and the Head of the ISS Utilisation and Astronaut Support Department in all financial activities. Tasks and Responsibilities The contractor shall support the HSOBP section with the following activities Support the Head of EAC on setting up and follow up of third party agreements with industry or specific agreements with national space agencies, in coordination with Legal Affairs Support the Head of EAC in the daily administration of the centre and the liaison offices in Houston and Moscow Support EAC Managers and Technical Officers in using ESA corporate financial systems Acting as EAC interface for the ESA financial representative, purchase office and mission desk. The objective is to provide followup for the processing of EAC related invoices and control of timely payment to ESA contractors and suppliers, and to perform the process of issuing purchase orders as well as to monitor the mission desk operations. In addition to this, the contractor shall support the regular verification of Manpower and Cost Reports You shall support assigned projects in the implementation of their industrial activities, in accordance with the approved budget and in agreement with the established administration processes and the ESA contractual and financial regulations, and in the preparation of plans and reports concerning the programmatic aspects of the projects. i.e. schedule, cost, finance, configuration, documentation, progress control as well as risk related aspects, with the aim to provide full visibility on all activities related to project resources Supporting preparation of work breakdown structures, work packages and schedule Assistance in the preparation of tender and contract change documents covering management, programmatic and financial domains. Participation in the evaluation of proposals and change documents and preparing information required for subsequent contractual negotiation Supporting contractual negotiations with industry in management, programmatic and financial domains Controlling of assigned contracts with respect to financial commitments, cost, schedule, progress, invoicing, industrial return, deviation from plans and trends Report generation and maintenance about financial, schedule and performance data. Update and maintenance of data, in both directorate and corporate, information systems. Provision of inputs to budgets, reports and forecasts support the documentation management. Monitoring of financial commitments for compliance with budgetary provisions and financial regulations Planning and reporting inyear, multiyear, at completion on procurement, cost, schedule, industrial return, workforce, risks for the assigned programme. Preparation of forwardlooking estimates relevant to project specific data evolution as well as for future developments Assisting to the definition and the implementation of planning and control procedures and assuring industry compliance with established formal requirements for management, costs, schedule and risks reporting Monitoring asset evolution and maintaining an inventory of Programme hardware Contributing to the risk management function through the identification of potential problem areas, analysis of their impact and proposal of remedial actions Support to the preparation of the financial contract commitment and the data entry of the milestone payment plans in the Agencys systems Collect, enter, process, and update all financial, schedule and georeturn related data in the databases. The data has to be obtained from different sources, such as contractual data and planning information, also from industrial contracts and progress meetings, other reference documents, and actual data from various ESA corporate financial systems Planning and updating of the Industrial Return distribution in line with the Agencys requirements Support to providing financial and programmatic inputs to periodic and ad hoc reports to HSO and on corporate Agency level. This may be complemented as follows depending on the specific instance of the position Providing support to the head of the HSOBP section in the following tasks o Overall consistency check of the HSO financial data in IPCDB Monitor IPCDB operator workload distribution o Provide predefined and ad hoc financial reports on request o Running homogeneous and efficient processes within the Section and maintaining the related documentation. Experience and education Master of Engineering or MBA and at least 4 years of relevant working experience in the field Proficient in the English language, both written and spoken, and some knowledge of German is advantageous, as well as knowledge of another member state Excellent Communication and Negotiation Skills Good interpersonal skills and crosscultural sensitivity Highly proficient in the use of modern activities and resource management support toolsdatabases of standard office automation support software packages including in particular advance usage of Excel MsOffice and in particular advanced use of Excel Good organisation skills Flexibility and ability to cope with pressure Good sense of contacts and communications, ability to interface at appropriate level with relevant actors within and outside of the Directorate. Knowledge of ESA corporate financial systems is advantageous Experience in controlling andor management of activities and resources in aerospace industry.
