RHEA is currently recruiting a Project Administrator to support the Head of the General Services Section in the ESTEC Facilities Management division at our clients premises in Noordwijk, The Netherlands. Tasks and Activities The scope of work will include Prepare, issue and control all administrative actions related to procurement, payment and contractual matters and liaise with the relevant Services e.g. finance, procurement to ensure timely compliance with all internal regulations. Prepare the financial contract commitments and support the data entry of the milestone payment plans in the Agencys systems. Contribute to the elaboration, consolidation of related procurement workplans and detailed implementation plans and related commitment consumption, cost and disbursement profiles, and ensuring that above plans are properly inserted in the appropriate management tools. Perform routine tasks such as invoices and purchase orders processing Reviewing checking of ESA internal expenditures such as recharges, support services and purchases for consistency. Liaise with Heads of Section in the Division and assist them in processing and followup of their administrative actions related to Finance, Procurement, Work Order and Contract matters. Maintain an effective monitoring system to facilitate full visibility on all ongoing transactionscommitments, using the tool provided by the Agency eg. ESAP. Assist in preparation and verification of reports on budget status and performance and on the progress of procurement actions. Implement and monitor the recharge policy, preparing the required documentation in line with departmental instructions. Prepare, verify and distribute any ad hoc reportsanalyses as required. Skills and Experience The following skills and experience are mandatory University degree or equivalent qualification in business administrationcommercial field and a solid working background in the disciplines related to the tasks described with at least 4 years of relevant experience. Demonstrating excellent planning and organisational skills, a good mathematical mind and an ability to work effectively in a team environment. Good communication skills and ability to coordinate multiple interfaces. Fluency in English, both written and spoken. Knowledge of ESAP SAP and Microsoft tools like Excel and Project. Experience in controlling andor management of activitiesresources in ESA is an important asset. High level of initiative and autonomy, and professional maturity is required to carry out complex tasks and with a high level of responsibility.
