Railroad Commission elects new chairman as agency assumes more power

David Porter will be the new chairman of the Texas Railroad Commission - and he said he plans to challenge President Barack Obama 's "war on fossil fuels." Porter was unanimously elected at Tuesday's meeting in Austin, replacing Christi Craddick as the leader of the three-member commission.
