Report: Mello-Roos tax districts lack oversight

Property owners who are taxed under the Mello-Roos act through community facilities districts can pay their entire, decades-long tax obligation at once. The grand jury report noted that this fact is largely unknown, but apparently at least one person already was aware: a customer in the Santa Margarita Water District recently paid $3 million to cover their Mello-Roos bills through 2038.
