Town resident John Pulawski is asserting that interim Town Manager Kevin E. Paicos is violating the town's home-rule charter by serving for more than a year, and he has taken the matter to Worcester Superior Court. Mr. Pulawski has requested a preliminary injunction or temporary restraining order to prevent Mr. Paicos from signing agreements and negotiating contracts on behalf of the town, and to have him refrain from making presentations during public meetings or meetings in executive session.
