New York State Comptroller Thomas DiNapoli warns that mass transit riders could get stuck holding the bag should the Metropolitan Transportation Authority not receive the $9.8 billion in funding it seeks from the New York City and New York state governments. In his report, released Tuesday, DiNapoli questions whether the Metropolitan Transportation Authority, or MTA, will be able to limit future fare and toll increases to 4 percent when there is a multi-billion gap in its five-year capital program.
