A rendering of the proposed gas-to-liquid facility, part of a $16 billion to $21 billion complex in Westlake being developed by South African energy and chemical company Sasol Ltd. The U.S. Army Corps of Engineers this week approved the company's wetland modification permit to build gas-to-liquids and ethane cracker facilities in Calcasieu Parish.
