Ofcom is the independent regulator and competition authority for UK communications industries. From radio and TV broadcasting to mobile phones, WiFi and satellite communications, Ofcom seeks to respond to and shape the challenging and complex issues of technological and market change. We are currently looking for two highly motivated Spectrum Policy Managers to take lead roles in the International Frequency Coordination and Space Services team and help shape the future of UK regulatory policies and procedures. International Frequency Coordination and Space Services Team You will be responsible for Managing the IFC team three people, responsible for ITU BRIFIC, circular letter, administrative letters and other related information Providing specialist knowledge on the satellite policies relating to Ofcoms role as the UK notifying administration for UK registered satellite networks and be responsible for maintaining the UK procedures for the management of satellite filings Providing specialist knowledge for the application of the procedures in the ITU Radio Regulations for coordination and notification of UK registered satellite networks Managing the coordination and notification processes for satellite networks filed by Ofcom to the ITU on behalf of UK satellite operators including those of British overseas territories and crown dependencies Space Services Team Responsible for developing, formulating and driving new UK regulatory policies for but not limited to the Mobile Satellite MSS and RadioNavigation Satellite RNSS and turn these into consultation documents, approving these through the internal governance process, review responses from consultations and draft relevant statements to such consultations Responsible for developing, formulating and driving international regulatory policies and procedures for satellite services, especially but not limited to Mobile Satellite MSS and RadioNavigation Satellite RNSS, by holding UK briefing meetings with stakeholders to prepare input documentations for international meetings and approve these through the appropriate governance process. The roles require you to have knowledge and understanding of the principles of radiocommunication engineering, ITU, CEPT, EU and ETIS environment, interalia, and the ITU Radio Regulations, ITUStudy Groups deliverables, ECCCEPT deliverables. Strong and proven presentation skills, diplomacy, patience and selfreliance in relation to national and international work and strong negotiation and diplomatic skills are also essential for the role.
