In a procedural decision, the high court ruled in an appeal that the city's legal documents are exempt from disclosure under the public records law, protecting opinion and documents that public attorneys create to reflect strategy. Defendants in the case, which pitted the city against Monsanto and eight other industrial companies, had requested documents the city argued were protected.
