Stricter pollution controls approved by oil refineries

SAN FRANCISCO >> Three rules to cut air pollution 14 percent from Bay Area oil refineries were adopted Wednesday by a regional air board in the first part of a new push to make the plants run cleaner. Much to the disappointment of environmentalists, however, the board postponed action on other proposals to reduce refinery greenhouse gases and bar refineries from increasing emissions when they switch to dirtier crude oil sources.
