DLR GfR mbH is responsible for the operation of the Galileo satellites from the Galileo Control Center in Oberpfaffenhofen, Germany. The Project Support Office provides the internal service for the project management of the GSOp project. The ILS department analyses and manages the availability of spare parts as assured in the GSOp contract as well as the availability of logistics support services. ILS deals with the international flow of goods from Germany through Italy, Belgium to the worldwide located ground stations and vice versa. The technical purchaser is responsible for the procurement of material and service products in the ILS area, the selection of suppliers and especially the review of the technical offers for the Project Manager GSOp and the Head of the Project Support Office when it comes to punctual and productspecific procurement at optimal cost in accordance with the business units administration, IT and CADM ILS. Major responsibilities include the selection of suppliers, obtaining offers, negotiation and accompanying contract design, schedule tracking and acceptance in consideration of technical, logistic, qualitative and economic specification. Responsibilities Support and consultation regarding the preparation of cost analyses, target price calculation and productspecific procurement Analysis and investigation of the procurement market, based on that development and implementation of procurement concepts and strategies for ILS which are ready for signature Creation and controlling of the purchasing budget Definition and processing of rationalization projects for products and processes Support and consultation regarding the design and negotiation of medium and longterm purchase contracts in consideration of the respective particularities of the service contract Realization of costreductionworkshops with suppliers Support of suppliers regarding quality issues in collaboration with the Quality Management, the relevant authorities ESA and GSA and the customer Spaceopal taking into account projectspecific requirements and standards Exercising the risk management and claim management for the technical procurement Execution of buying price and benchmark analyses, makeorbuy analyses, participation in the development of systems for the purchase price analysis Skill Requirements Degree as business engineer, aerospace engineer diploma or master or comparable degree Longtime experience in technical purchasing in international projects, preferably with the focus computer center and related IT hardware and software, network technology and antenna technology for a ground infrastructure Longtime experience in project purchasing with international teams and partners, B2B and B2G Experience regarding requirements and design of international supply chain architectures Very good knowledge in quality management and European contract law Very good knowledge of German and English spoken and written Negotiating skills and assertiveness when it comes to negotiating longterm framework agreements and service level agreements Good understanding of complex contexts, readiness of mind
