Surfing the Internet from a St. Paul public school, library or municipal building will soon be a smoother experience, and the city's web-based applications -- including video feeds from St. Paul Police public safety cameras -- are in line for upgrades, as well. After four years of negotiation, the city of St. Paul recently entered into a wide-ranging, 10-year cable franchise agreement with Comcast.
