The country's deepwater frontier is promising, but successfully extracting offshore oil is expensive and technically difficult, and Petroleos Mexicanos, the state-owned oil monopoly known as Pemex, doesn't have the financial resources to singlehandedly exploit the Gulf's ample resources.
