In June 1992, Arkansas Gov. Bill Clinton was running last in a three-way race against an incumbent president, George H.W. Bush, and feisty third-party candidate Ross Perot. One Democratic National Committee member fretted to me about the possibility that Clinton would perform so poorly in November that Democrats wouldn't qualify for federal campaign funds in future elections.
