Debris clean-up from a July 2014 building collapse will affect traffic near Phelps Street in Oneida, according to the City of Oneida. A portion of the former Waterman's Martial Arts Center at 128 Phelps Street collapsed and now the remainder of the building must come down or else officials fear it may cause damage to an adjacent building.
