DISCUSSION AND OUTLOOK ---------------------- At 500 AM HST (1500 UTC), the center of Tropical Depression Eight-E was located near latitude 13.7 North, longitude 119.8 West. The depression is moving toward the west-southwest near 7 mph (11 km/h), and this motion is expected to continue through Tuesday. A turn toward the west is expected by Wednesday. Maximum sustained winds are near 35 mph (55 km/h) with higher gusts. Strengthening is forecast during the next couple of days, and the depression is expected to become a tropical storm later today or tonight.
