DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 900 PM MDT (0300 UTC), the center of Tropical Storm Andres was located near latitude 11.8 North, longitude 113.3 West. Andres is moving toward the west-northwest near 10 mph (17 km/h). A turn toward the northwest with a decrease in forward speed is forecast on Friday. Maximum sustained winds have increased to near 70 mph (110 km/h) with higher gusts. Andres is expected to become a hurricane on Friday, with additional strengthening forecast through Saturday. Tropical storm force winds extend outward up to 90 miles (150 km) from the center. The estimated minimum central pressure is 994 mb (29.36 inches).
