DISCUSSION AND OUTLOOK ---------------------- At 800 PM PDT (0300 UTC), the center of Tropical Storm Octave was located near latitude 9.8 North, longitude 127.2 West. Octave is moving toward the west near 3 mph (6 km/h). The tropical storm will likely meander with little net movement for the next several days. Maximum sustained winds have increased to near 40 mph (65 km/h) with higher gusts. Some slight strengthening is possible tonight and tomorrow, but weakening will likely begin by Friday and Octave is forecast to become a remnant low over the weekend. Tropical-storm-force winds extend outward up to 35 miles (55 km) from the center. The estimated minimum central pressure is 1006 mb (29.71 inches).
