DISCUSSION AND OUTLOOK ---------------------- At 800 PM PDT (0300 UTC), the center of Tropical Storm Octave was located near latitude 11.5 North, longitude 126.6 West. Octave is moving slowly toward the north near 5 mph (7 km/h). The tropical storm is forecast to meander for the next several days, and little net movement is anticipated. Maximum sustained winds are near 40 mph (65 km/h) with higher gusts. Gradual weakening is expected during the next few days. Octave is forecast to become a remnant low over the weekend. Tropical-storm-force winds extend outward up to 35 miles (55 km) from the center. The estimated minimum central pressure is 1006 mb (29.71 inches).
