Utilities: Exec pay doesn't drive rates

A story in last Sunday's Business section quoted a consumer advocate saying that executive compensation is a big factor for why private companies such as San Diego Gas & Electric tend to bill their customers more than municipal utilities such as Riverside and Los Angeles. The salary and benefits paid to key executives overseeing California's three investor-owned utilities was about $82 million in 2014.
