Va. board OKs $361,000 fine against CSX for 2014 derailment

A state board has approved a $361,000 fine against CSX Transportation for a 2014 derailment in Lynchburg that spilled Bakken crude oil into the James River. The Virginia Department of Environmental Quality proposed the fine in a consent order that CSX approved.
