Water-treatment permit would allow direct discharges

A pending state permit would allow more pollutants to be discharged by the four plants in the wastewater-treatment system that serves Washington County. But the same permit would also tighten system limits on acidity, minimize mercury and control the heat loads of the treated discharges.
