The widow of a policeman mowed down by a teenage car thief has told her husband's killer face-to-face that he had plunged her into a "living hell". In emotional scenes at Manchester Crown Court, Jen Phillips directly addressed Clayton Williams, 19, in the dock as she read out her victim impact statement after the teenager was convicted of manslaughter.
